Amazon blocks Meta's Muse agent from shopping its site, saying it never agreed to let it in

Twelve days after Meta launched its personal AI agent, Amazon started showing Muse users a popup citing its Conditions of Use. The two companies give conflicting accounts of how Muse handles customer passwords.

Previously

Loblaw (February 2026) and Shipt (August 2026) put cart-building apps inside ChatGPT and, for Shipt, Claude. In both, the chatbot fills a cart and the shopper pays on the retailer's own site (Part 2).

An AI agent that shops without a retailer's agreement has now been shut out by the biggest one. Here's what changed since Part 2 (August 2026), what it cost, and what went wrong.

Cost and outcome (as of September 2026)

  • The block: began Sunday night, Sept. 20, an Amazon spokesperson said. (Business Times)
  • Muse's reach: more than 2.5 million U.S. downloads since its Sept. 8 launch, per Sensor Tower. (LA Times)
  • Price to users: basic plan free; subscriptions up to $100 a month. (LA Times)
  • What Amazon has at stake: more than $68 billion in ad revenue last year, which depends on people browsing its pages. (GeekWire)

What Amazon did

Muse users trying to shop on Amazon saw this popup: "Continued access by an unauthorized AI agent violates Amazon's Conditions of Use, to which our customers have agreed," GeekWire reported.

"We think it is fairly straightforward that third-party applications that offer to make purchases on behalf of customers from other businesses should operate openly and respect service provider decisions about whether or not to participate," Amazon spokesperson Lara Hendrickson said, per Bloomberg. "Agentic third-party applications such as Muse have the same obligations, and we have requested that Meta remove Amazon from the experience." Bloomberg reported the block came after Meta declined that request.

The two accounts

Amazon says it never agreed to any of it: Meta didn't tell Amazon that Muse would access its store, the agent doesn't identify itself when it browses, and it "appears to capture and store customer credentials," GeekWire reported. Amazon also says Muse can reach account pages and order history if a customer prompts it to.

Meta's launch materials say Muse "has no visibility into people's passwords or payment methods," and that credentials a user shares "go into secure storage, so Muse can use them without seeing them." Meta says Muse runs on a secure virtual machine, asks the user before making a purchase, and that a separate monitoring agent, Sentinel, must approve anything it sends to the internet.

Amazon points out that its own Buy for Me agent, which buys from other brands' sites, identifies itself and lets brands opt out.

The legal backdrop

Amazon, which sued Perplexity over its Comet browser, won a preliminary injunction against it in March 2026. The Ninth Circuit reversed it on Aug. 4, ruling that the user, not the AI company, was accessing Amazon's computers under federal anti-hacking law, and denied rehearing on Sept. 10, GeekWire reported. That left contract and terms-of-service claims. Amazon's popup cites its Conditions of Use, not hacking law.

Not everyone is blocking

Shopify CEO Tobias Lütke wrote on X: "We are excited to announce we are partnering deeply with Muse to enable agentic checkout with Shop Pay on all Shopify stores." Gartner's Andrew Frank, a vice president and distinguished analyst, told the LA Times: "The competition for who I trust to be my shopping agent is on. It's really about who controls the experience."

What's changed

Parts 1 and 2 covered retailers that invited a chatbot in and kept checkout. Muse works the other way: it shops sites through a browser, with or without a deal. Amazon has now said no.

What went wrong

  • No agreement. Amazon says Meta never told it that Muse would access its store; Meta didn't immediately respond to GeekWire or Bloomberg about the block.
  • Untested security claims. Neither side has published evidence for its account of credential handling.
  • Users caught between them. Muse users who ask it to shop on Amazon now hit a popup instead.
  • What we don't know yet: whether Amazon will sue, and whether any deal is near.

Our follow-up question for Meta

Will Muse identify itself to retailers as an AI agent? Amazon says it didn't when it shopped Amazon's store.

Later developments (added Oct. 2026)

  • Oct. 6: A Walmart spokesperson told TechCrunch that Muse checkout failures on its site weren't intentional; Walmart is a Muse partner. Meta, Walmart and others are working on an open standard for agents and businesses. (TechCrunch)
  • Oct. 22: Amazon spokesperson Maxine Tagay confirmed to The Verge that Amazon "requested that Meta remove Amazon" from Muse. In The Verge's tests, Muse said it couldn't check Amazon prices because it was hard-blocked from browsing. Meta spokesperson Tracy Clayton said Muse "is designed to always ask permission before buying." We found no announced resolution as of Oct. 22. (The Verge)
